Prices based on gender

Under United States and District of Columbia Civil Rights Laws, is it legal to charge men one set price and women a different set price for the EXACT same item?

The case in question is charging men $1.00 for a cookie, while charging women only $0.75.

No. That would be illegal (certainly in DC).
