Legal Question in Wills and Trusts in District of Columbia

100 old home left to 10 adult children in 1970. Now only 4 are still living. One has lived in the home for 40 years and now is living in a nursing home due to early dementia. The other brother has change the locks and is holding the brother property and is not paying the bill. Should I take guardianship and reopen will to creat a trust to protect the interest of the other brother.

Where are the other 2 living siblings? What rights do they have in the property? Why is the other brother putting locks on the house?
