he's holding my property

For several years my ''friend'' has been wanting me to take over his junkyard business. I told him that he would get the place cleaned up I would take it over when my current lease ran out at another place. Because my landlords did not have the right to sublease, I suddenly had to move all of my cars and trucks in a very short time, so I went to him. He made room for me to put my vehicles and said we would work up a contract according to the terms we had discussed several times previously. He had said he wanted $2000/month for the business and most of the land surrounding it. Now almost 7 months later he hasn't cleared the shop or the storage buildings so I can use them. He has let me use only a small part of the area I was supposed to get. I have given him some money and he took the money from my cars that were crushed, but he is billing me for the full $2000 per month even though I have use of only a small section and no use of the shop. He is now refusing to let me have any of the vehicles or even my tools. I had some of my stuff sold, but I can't get paid until I can deliver it. So I can't make any money to pay him. He still hasn't produced any kind of contract. Can he hold my property?
