Legal Question in Business Law in Florida

I live in fort pierce fla.and my wife is tiring to open a business, a lingerie and adult novelties business.and the city has denied her application for city ordinance of being 500 feet from a resident.we found a building she went to planning and zoning and they said it looked fine to them they said if there is a problem it might be with the parking lot so my wife paid there $ 800.00 fee thinking to every thing was fine.well they said it was to close to r-2 zoning and to close to r-4 zoning i think they basically stole part of the fee $300.00 non-refundable but in there ordinance they leaves no place to put this business. and i was wondering if there ordinances is legal. i would appsheeat any help thank you. Any attorney will tell you, fighting the city over their ordinance (which you have the burden of challenging) will not be a productive use of your time and will cost of lot of money. Next time, get them to put everything in writing beforehand, including any and all possible reasons for a denial. Consult with an attorney in your area for specifics.
