Is it illegal for someone to make a video recording of me as a private citizen or during the perfomance of my job without my concent?

As long as the recording does not record sound without consent (that might be a wiretapping violation) and is taken in public areas (for example, they could not tape through an open window in your home, but can tape if you are out front or at the store or at work, etc.), then it is legal. This is routinely done for workers' comp and sick leave fraud and other times when an employer wants to prove an employee is not sick/injured as claimed or where he/she should be.

No, as long as it does not record sound without your consent. Your employer can advise you that you will be recorded as a condition of employment.
