Legal Question in Civil Rights Law in Florida

About twenty years ago I was in the service and stationed in Colorado and I got four tickets, two in May 1988 (Ran stop sign, and speeding, -7 points), and two in April 1989 (2 for speeding, -8 points) I paid off the fines within 30 days. Now to the present, on December 29 2009 I tried to renew my Florida driver license (I've never had a Colorado lic.). The person at the DMV said that I would have to pay $95.00 to get my Colorado license reinstated before I could apply for and renew my Florida drivers license. I have had a legal drivers license the total time from 1975 to present. My questions are has Florida been breaking the law for the past 30 years by renewing my Florida license several times or am I being denied due process by never being notified that Colorado has suspended a Colorado license that I've never had? I was told that due to computer improvements in the last two years all the states could look at each others drivers records, and that due to my having recieved too many points in a year my Colorado license had been suspended, therefore I would not be allowed to renew my Florida driver license. I just can't believe that after 30 years I'm going to be unjustly penalized. Isn't there a statuate of limitations, that after 7 years it wouldn't even be revelent? Have my civil rights been violated? What can I do other than pay the bastards? Thank you for your help! JLH [email protected]

No your civil rights have not been violated. No Florida has not broken the law. Pay them and be done with it. Happy to hear that you are a safer driver now.
