Crooked Auto Dealer

My daughter and son-n-law bought and paid for a car with cash.When my daughter went back to get the tag for their car,the dealer tried to just give her a sticker.She told him she needed the tag to.Well almost 2 years went buy,and the night my daughter had a wreck ,the dealer showed up to repo the car for the cost of the tag and interest charges.When the paper tag exspired and he still didn't have them a tag,they went to the D.M.V. and purchased a tag.While my daughter was in the hospital,he showed up while I was babysitting and wanted the car.He has gone so far as to go where it was towed and took it.Now the insurance company says they have to give the rental back.The man actually took the tag out of the car,even tho he didn't purcase it and the police let him.Is any of this legal
