You are responsible for the outstanding bill. If you fail to pay, they can turn off your electric. If you do not have electric in your residence, it can be condemned as unliveable. If paying the bill all at one time is a problem, you may be able to request a time period in which to pay the bill. They may agree to several months but will probably not extend it much further.

You are responsible but they should be willing to accept payments. If not, an attorney might be able to persuade them.
