Legal Question in Criminal Law in Florida

My family stayed at motel 6 for over 9 months, during that time we got behind on our bill. The hotel mgr knew we didnt have the money and per verbal agreement it was to be paid as soon as possible. We were paying payments toward the back balance as agreed. The hotel mgr went on vacation, the mgr who covered her job was from the corporate office. He was made aware of the situation and called the police. No one was arrested because of our verbal agreement. We continued to make pmts. One wk later we were told to get out if we cant pay the entire balance off. So we moved. We were asked to sign an agreement to pay off the remaining balance. We are now getting emails that if we dont pay this entire balance off then we will be prosecuted for theft of sevices? Is this legal since we had an agreement already in place before the reg mgr qent on vaca?? Is this a civil matter or a criminal matter?

I suppose "technically" it could be criminal, but even most officers would view this as a civil matter because you had no intent to defraud the manager you simply couldn't afford to pay. If it's about money it is usually, but not always, a civil matter.
