I was arrested in 2010 for Fraud. I did not report when I lost my job and continued to receive subsidy for childcare. I was going through a divorce at the time and I was really not thinking clearly. If I had been I would have gotten a lawyer. I ended up having adjudication withheld. I completed two years of probation and paid restitution. I have had major regrets about not getting a lawyer. I had no previous record. Something that was very questionable about the case was that the charge was originally under the Department of Children and Families (the charge welfare fraud) and later it was changed to be the Early Learning Coalition which is the entity that I received the subsidy from...is this legal. I am certified to teach. I was hired by a local school and I failed the background screening. I am feeling like I wasn't suppose to be charged. I wanted to know if I could sue for false arrest or defamation of character.

You need to talk to a civil rights attorney, not a criminal law attorney, as it is a completely different type of law. Repost under that heading.
