Can a minor get charged for possession of underage porn if the other minor gave consent and wanted to make video too?

Absolutely, yes! A minor most definitely can and will be prosecuted for the possession of the child pornography even though they are also a minor and the other person consented. If convicted, even as a minor, they will be labelled a convicted sex offender for the rest of their life.
