What qualifies a raffle as lawful in states where gambling is illegal?

You have to offer the raffle tickets at no cost. In other words, you can suggest a donation amount for the raffle tickets to support the good cause, however, if someone asks for a raffle ticket without giving any donation, you have to give them one (I think you only have to give them 1; and no more).
