If i say i wanna cuddle with my girlfriend naked and we are both 15 havent exchanged pictures or done anything explicit can we get in trouble

Yes because touching when naked can amount to lewd and lascivious conduct and since you are both under 16, there is no consent defense. My advice would be to wait until 18, but you may be safe once you are both 16 years old.
