Legal Question in DUI Law in Florida

We have a couple of questions :

There was a car accident and a friend had passed away on scene. First, im being charged for that but also i got two citations in which i did not know of for 1 year. I checked with the dmv to make sure there were no citations... I was reading the statues and it says the the chief administrative officer shall provide by an electronic transmission a replica of the citation data to a court having jurisdiction over the alleged offense or with its traffic violations bureau within 5 days after issuance to the violator. in the case of a traffic enforcement agency that has an automated citation system, may provide by an electronic transmission a replica of the citation data to a court having jurisdiction over the alleged offense or with its traffic violations bureau within 45 days after the date of issuance of the citation to the violator. If i did not recieve any information on the citation until 1 year when i was notified by the court during my docket hearing can they issue those tickets to me?

There is a one year statute of limitations on traffic tickets. As long as the traffic ticket was issued w/in 1 year of the date of the accident, it is valid. The fact the ticket was provided to the clerk late is of no consequence, as the courts have ruled there is no remedy for that.
