Legal Question in DUI Law in Florida

My friend got a DUI in Florida back in 2004 hes now wanting to move to Texas he was ordered to do classes and AA meetings. He did the classes but stopped the meetings and never finished them. What will he have to do to get his license here Texas? Or is there even a way for him to get it here cuz of the NDR?

See previous post on this question. But he will undoubtedly have to take new classes and show proof of completion. The NDR has nothing really to do with it since all states generally refuse to let you get a license in one state when it is suspended in another state. In other words, do what it takes to clear the suspension in Florida, then Texas should give him a license.
