Legal Question in Elder Law in Florida

My mother is 79 years old and disabled living in Pensacola Fl. One of my sister also lives in Fl. and has taken control of my Mom's finances and health care. She has bought herself a new car using my Mom's social security money. She says she needs it to take Mom to the doctor. She also controls my Mom's medicine .My Mom was given pain pills for skin cancer on her legs. My sister thought she did not need a whole pill so only gave her a half pill. I heard my Mom was up all night crying from her pain.

What can I do about this?

Is mother still competent to sign a legal document?

Mother needs to revoke the current POA and issue a new on

or a guardianship might need to be started.
