Renting DVDs

Hello, Is it legal for a person to simply buy DVDs then rent them out for profit to people without paying royalties nor getting permission from the copyright owners? Thank You

Mr. Stewart is correct. US and European produced movies have notices that may well be enforced in those countries. Movies from other countries may or may not be enforced either in the country of their origin or in another country. I see plenty of movies that are rented out without permission when I buy at local exotic food stores. But you make yourself very vulnerable to litigation if the holder of the rights you violate decide to sue you, and the US courts are much more efficient than those of many other countries.
