Legal Question in Family Law in Florida

My 16 year old daughter wants to live with her her friend's family for the rest of the school year. I live out of the country and am okay with this. Her mother does not want her to. There is no legal custody agreement. Her mother was also placed under the Baker Act a couple weeks ago. Does her mother have the right to make her come back to her house? This is in Florida.

Unless there is a Court Order in place limiting Mom's rights. a natural parent has priority over the remainder of the world.
