divorced in 1993, signed quadro and ex-wife gets half of my pension. Can this be changed?

No. If you either signed a Marital Settlement Agreement and or the Court issued a Final Judgment that would have distributed your pension through a Qualified Domestic Relations Order, that is not modifiable. If it had been less than 1 year and there were issues of fraud, misrepresentation or mistake, you could have had the FInal Judgment Set Aside, but too much time has gone by.
