Father needs to stay away, what do I do?

It is hard to make this short and sweet. I left the father of my children 6 yrs ago. He was a drug user, domestic violence and since then he went to jail for 2 1/2 years for felony charges for buying cocaine while on duty at the fire department. He has been out for about a year and is on probation. He has tried to convince me that he has changed. Everytime I let him take the kids, he does things to jeopardize their lives. No seat belts, leaving them in hotel room alone & now doing coke while he has the children. That is the final straw. I need to stop him from trying to get custody rights. I told him not to call and he said he will see me in court. I told his probation officer about the cocaine use and they did nothing@!!! I am scared for my children that he will get rights to them. Is there something I can do to prevent him from getting any custody? Will they let the kids testify in court if they are under 9 years old? He told me flat out that it is his word against ours and he will lie. Also, will they allow a recorded phone conversation even if the person talking did not consent to it? I need help! Thank you.
