If a final judgement of paternity was issued in one county can another county lawfully issue another final judgement of paternity for the same child?

It depends on many factors. For example, which case was filed first? Whether one parent knew of a pending case in another jurisdiction and knowingly filed the same claim in a different jurisdiction. Too many open questions to give you a definitive answer.
