Legal Question in Family Law in Florida

I live in FL, my children live in UT. There are so many restrictions in the visitation decree, (no out of states visitation, only with a supervision, no overnight, etc.) Its been so difficult to schedule this, I haven't seen the children in years. I pay a fully child support on time every month. I now want to request a modification to the decree, to give up my rights to the children & drop/eliminate child support. Why? Because I really can't see them & I'm just giving money. What can I do & where do I file? The divorce decree was finalized & filed in Utah courts, but I'm now in FL. Can you advise?
