Is moving your child to another county (in-state) considered kidnapping? No custody has been set up, fathers name is not on the birth certificate..

No, but moving a child more than 50 miles may violate the noncustodial parent's rights, and a judge may order the child back, even changing custody if that needs to happen to being the child back.
