Legal Question in Family Law in Florida

My sister lives in a rural area with limited jobs and continues education opportunities. She has no family support alothough my brother and mother both with nearby. My brother help only when convienent to him and my mother is not in good health therefore unable to help. I live 3 hours away and am willing to assist however I have been financially helping for the past 6 months. Her attorney is telling her that she has to get approval from judge to move within the state 3 hours away from her husband. It did state in her mediation papers that if she did move to Tampa, she would have to meet him half way for visitation. Please advise.
