Our by-laws for our HOA states minutes are to be kept and shall be available for inspection by members. Are the tape recordings made at the meeting considered minutes?

I would consider the recordings part of the public record just as the minutes are under the statutes governing homeowners associations. I always advise my HOA to use the Government in the Sunshine manual as a guide on what is open to inspection and what is not.
