Legal Question in Civil Litigation in Florida

Dear attorney-

I want to file a civil lawsuit against the State of Florida, for negligence and improper handling of my previous legal matters. How do I file the lawsuit?... I don't have the means to hire an attorney. Can I obtain the legal forms required and then mail them in to get things started?... Thanks, James

It will not be easy to sue an attorney for legal malpractice without attorney representation. Regards,
