Can an HOA charge you for having a vehicle in working order and valid tag and title parked in front of your property?

You will find your answer in the HOA bylaws and/or other governing documents; or in your mortgage documents. Without having any idea what's in those documents, nobody can give you an answer. It is easy to run afoul of HOA restrictions, and many HOAs jump at the every violation no matter how small, because that's the job of the HOA - to strictly enforce the HOA rules.
