If person is added to title in Florida but refuses to pay fee agreed upon, can they be removed from the title? When refusing participant made no payments toward vehicle period?

If title to auto or boat already issued by the State than the only way to transfer it out of their name is with their signature OR by filing a lawsuit to enforce your agreement.
