Small claims court

I bought an item on ebay that was misrepresented by the seller as new. I want to take him to small claims court. My question is do I file in my state or his?

You can probably file in either state, but I would have to research the issue and review appellate court decisions relating to disputes between parties conducting business on-line to definitively answer this jurisdictional question.
