what is the difference between terminating a case and administrative closing of a case.

I assume you are referring to a case in Immigration Court.

Termination means essentially that the removal proceedings against you have been dismissed (usually without prejudice to the Government to refile). Administrative closure usually means that the government has agreed that the Judge can close out the court file administratively thus if the government wants to restart the removal proceedings they can just file a Motion to Calendar with the Court in order to get the case back on the Judge's docket. A termination of proceedings is much better and more definite than an administrative closure although both are good for the respondent.
