Legal Question in Immigration Law in Florida

i have dual citizenship,Can and usa...I am usa resident, i want to bring my girlfriend from Canada to marry here in usa..i need to get a K 1 visa i believe,and she needs a waver because of a legal thing back 25 yrs agoin Canada...what do i need to do?
