what are the procedures for a sexual offender to file a family based petition for his wife

It depends on whether a wife is in USA or abroad, and what kind of a sexual based crime a petitioner was convicted for, etc.

Typically, if a wife is abroad, the required petition, form I-130, is filed with the USCIS. If needed, the USCIS can schedule the petitioner for fingerprinting appointment.
