Is there anything I can do about my job location if I have a letter from my doctor stating I should be relocated due to health issues. I have worked in a government job for the past 23 years. I have psorriasis as well as arthritis. I gave my boss the letter in January of 08 and I have been told there is nothing they can do for me. Is there anything else I can do to get relocated from my current location?

Assuming that you are a union employee since you work in a government job (i.e.- AFSME, etc.), then you should contact your union steward and see if he/she can "go to bat" for you. Otherwise, unless the doctor states that you are disabled in his/her medical opinion (which is highly unlikely), then your chances of getting transfered without the consent of your employer are very slim.
