Legal Question in Landlord & Tenant Law in Florida

Our home owners association is trying to force us to use one of their plumbers for emergencies. We have our own plumber that he tried to bring our water heater in to the complex on a weekend, and the guard was told he could not come in, that we had to use one of Miami Managements plumbers. I don't think this is right. Is this legal?
