Can a landlord rent you property in a rent to own situation if the premises are not habitable no plumbing broken windows this house would not pass code if it was inspected thay want me to sighn a contract stating that i will except this property as is

Yes they can. Do you want to stay there or move out? If you want out contact county code enforcement and if uninhabitable they can shut it down. You will need to move.
