i have no lease or deposit,my landlord replaced a broken a/c unit and never finished the job leaving holes on all sides of the unit so bugs can come in,,,can i withhold some rent money so he fixes it?

You may be entitled to a credit in rent, but unless you obtain an order of a court or a mutual written agreement with your landlord, you likely cannot withhold rent money to force him to fix the problem.

If you have no lease or deposit - then give him thirty days notice that you are moving and why. Send certified mail so you will have a receipt that he got it. Then one of two things will happen, he will either fix the problem because he does not want to loose the rent or you need to move. Personally, I would move anyway. Anyone who would half do the work will only get worse later about getting anything done.
