Do I have to pay rent in my gated apartments if the street light is out and its a danger to go outside at night?

Unfortunately you do. The complex has no control over the operations of street lights. You need to report that to JEA. Even if it's a light within the community, you must pay your rent (with the court's depository)and bring an action against the complex in court, which will cost you money. It really isn't worth all the hassle.
