Hi, In the state of Florida, are you allowed to withhold rent if the landlord is not completing agreed upon repairs as stated in the lease?

No. You must first comply with FS 83.56.

No, not unless your lease provides for such withhold or you meet the terms of the statute referenced by Mr. Slater
