Legal Question in Legal Ethics in Florida

I am a councilwoman and was co-chair -I was attacked following a meeting and because I sought protection a meeting was called to remove me from my position. Our clerk was fired and in order to clear checks the clerk and one council must sign- co chair or chairman. The chairman call the meeting while acting as mayor who was out of town and he was prohibited by our charter to run and meeting but did so to remove me. What can I do and is this misconduct?
