Legal Question in Legal Ethics in Florida

Can local law enforcement such as the County sheriffs office enforce a contract either verbal or written without a court order? ie.. a police unit responds to an unpaid taxi fare and enters a home and threatens arrest if the fare is not paid...even when the sherrif was told it could not come into the home!

Yes. You are incorrectly terming this situation as a contract case. In reality, it is a crime not to pay the fare and the sheriff can take whatever actions are necessary to make a report or an arrest.
