Legal Question in Medical Malpractice in Florida

My boyfriend had a seizure in a store and they said that they are going to sue him for public disturbance. He doesn't have a history of seizures. Is this legal for them to sue him? (Not sure if I chose the right area of law below)

Who is going to sue him? The store? The likely don't have any claims they can proceed with that make any sense. Was he arrested? A criminal matter is an entirely different animal and he needs to hire a criminal attorney immediately. the claim is mot certainly not medical malpractice.
