Legal Question in Military Law in Florida
After the dont ask dont tell repeal will i be able to reenlist with a chapter 15 discharge.

It will depend on if DADT is repealed and if so how the repeal law is written. Surely there will be waiver program so you can reenlist if the repeal does happen, but not have through the discharge upgrade process.
My suggestion would be to contact the The Servicemembers Legal Defense Network (http://www.sldn.org/) as they are monitoring what the law may be if the repeal does happen.
