Legal Question in Personal Injury in Florida

In Florida: traveling on a two lane road, dotted lines, signaling a safe passing zone; in a vehicle making a left hand turn with left turn signal indicator on, is one required to look behind to ensure one is not being passed by another vehicle traveling in the same direction? When subsequently the passing vehicle hits the turning vehicle directly on the drivers side, pushing the turning vehicle across the road and into a ditch, which vehicle is at fault in this accident and where can I find the accident law dealing with this scenario?
