contract with a builder to build an addition

I signed a contract and gave the builder 18,500 6 months ago. Nothing is happening so I decided to end the contract. It says nothing about keeping any of my money. Now he wants to only give me 50%. Can he do this?

Depends on what the contract says, and if silent on the issue, on various other factors.
