Deed Fraud in Florida

My husband's grandmother passed away & some land she left him was stolen when someone forged a quit-claim deed from county documents. We have no doubt it is forged b/c she has passed away and we did not sell the property. My question is: where do we go to get help. We have been to the State Atty., our Economic Crimes Unit, and the state Atty. General among others and everyone tells me that they do not handle this. The person who forged the deed has a mailing address in Medellin, Colombia, so I thought maybe the FBI would have to get involved, but I am not sure. Any information would help as I am at the end of my rope trying to figure out how to solve this matter.

A lawsuit to quiet title (determine the propoer chair of title) is appropriate.
