Federal Lien for Restitution

I had a lien placed on my home for restitution as part of a federal case. I know that it remains for 20 years or if I die before that time it comes off. What priority does this lien have if I were to refinance or sell my home?

If the lien was consentual,and it probably was,its priority position would depend upon the existence of earlier recorded liens.
