Unless there is something in the association documents that prohibit the practice or expense then it is probably ok. Many associations will have "mixers" or resident parties or whatever they what to call it. If you are on the board and this is a proposal either talk to your association's attorney or hire one to review the Condo Docs and give their opinion.

If you are a resident concerned about the practice first read through your condo docs and then if you still have questions contact an attorney to review them for you before you bring it up to the board.

If you simply don't agree with the practice and you are an owner in the condo, then you should follow your association's process for being heard at the next meeting and address your concerns.
