Legal Question in Real Estate Law in Florida

I own a house in a gated community with an HOA. Part of the monthly hoa payment goes for irrigation or lawn watering done on a weekly basis. For at least a year that has not been the case, sometimes for many weeks at a time with no watering at all. The Association manager blames it on the pump, faulty wiring, etc. One excuse after another. Meanwhile everyones grass is just about dead. My question is: Do we have a legal right to withhold our hoa payments until the irrigation problems are corrected to our satisfaction? Thank you

No not much gives you a right to stop paying your dues. You have to follow the procedures allowed under the rules and statutes. seek some legal guidance with your actual facts.
