Can a lender foreclose on a property owned by someone other than the person who executed the mortgage and the mortgage loan?

Yes, as long as it is the property that is the subject of the security interest granted in the mortgage. In your scenario, someone transferred the property without the permission of the lender - you don't think the courts are going to reward bad behavior do you?
