Is a lien on a (house) property for unpaid services against owner provided to that owner (not work on house) still valid after a quit deed is in place with new owner? or does this debt still belong to the old owner?

The lien stays with the property; regardless of who the owner is. When someone goes to sell the property, the lien will show up as an exception to be cleared and paid at closing.

It depends on whether the lien is validly filed.
